    Been there done that, lol!
I 5* Italy and now i've combining 1* Russia and Dice jobs, because you still want the "free sp" by doing jobs, but working on LT is good. Wont be able to PvP until lvl 500+ though.

That's a nice plan! I'm waiting till I get attack to 500 before I start to PvP. Trying to get my inner circle to have all five chairs filled with 7* Plus uncommons. Then I'll start rolling crates, like I'm rolling dice at the Casino. Over halfway done with stamina pumping. Three more days of paying respect to the Street, and then it's Syndicate spamming.

Remember there are many BSI guys who are level 300 plus, with attack/defense at 1000 plus. Getting high starred LT's is the 1st. Followed by adding a $hit ton of SP to attack/defense. After your done with stamina, it still will take months to beat players close to your rank. After 4/5 months of attack/defense pumping, you'll most definitely be able to hold your own against anyone under level 750

Hitting down lvl is the only road to go. Aiming on 5:1 pvp (LVL 100 attack LVL20) it will take until lvl 1000 to have 1k attack defence lol.

You are hilarious. This post you just made is exactly what I thought your brain is/has been thinking. Well ill give you a little perspective...... I'm around lvl 200 rockin over 1400 defense. You are insane if you think a lvl 750 power leveler will beat a level 350ish bsi build. LMAO!!!!

That's the main reason I will wait till after I hit 500 attack before I start PvP! I'm not a fan of obtaining BP from lower levels. So I'll take the unnecessarily long route!

Just got Pain 5*, and I'm building my 11th Apache. More focused on bossing than competing in PvP battles. The scenic route is just fine with me. Working on getting the Legendary Weapons, Sara Pieces, and by then it will time to start the long trek to Battle Rank 16. Also having 1000 stamina to spend on PvP battles each level up, it really won take long to get to Battle Rank 16 and beyond

Insane? Stop laughing. Lol NeoStatic (Highest PowerLeveler I've came across) sure smacked every last BSI player in my empire. You need to work on insults, before you dish them out. Also for the record, I'm beating level 271 BSI on the regular. We use Duel, to combat BSI guys warring.

Know a little more about builds, and what they're capable of, before you chime in.

You are not fighting a true BSI build. Go ahead and fight a player named Seven. You can find him located in the empire The Shield. He will shit on you. This player is NOT me.

Is it still 1500 energy for westside? Pumped in 3x450(with Baron) only bring me to 54% completion

No point in proving I would lose! I also stated "Could hold they own", that doesn't mean win every attack! Also I wouldn't even dare think about PvP yet. Way too early. Check back when I'm attack pumpin. It will take a long time, so around New Years I'll be ready to move up in rank!

DvEight - You have a person with 2k energy, and 1k stamina! How long will it take them to beat a BSI, if they spend weekly, but only in refills? I'll help you a little bit, it only takes a refill and a half for me to level currently!

To make your math homework easier, I spend at least $25 a week, and depending how close to achievements: Starring up a LT, boss drops, etc... I usually spend around $50 a week!

$50 a week? That is insane. There are games games that cost less than that for all game.

From my experience as a pure LSI on a work phone (not continuously on it, so basically just wanting to see Russia and Honk Kong, for which my main hybrid is not even close)
                                - 1. get 120 stamina as soon as possible. Do not say it will not matter, you can stay with lower stamina and pump only in energy to quickly get it higher. After level 50 you will see that going to sleep with 0 stamina and knowing you will max in am hour or a couple of hours is not nice.
                                - 2. I did all 3 starting areas before reaching level 100 (slums, tracks, midtown). So it is not really needed to rush to Midtown to open a second seat (enforcer). Strange enough I am now level 101 and the Assassin seat is not unlocked, hope it will be solved quickly.
LE: Apparently the Assasin seat is opened after the Captain seat is unlocked also, last job in Downtown. So best route for unlocking seats would be to 5* Slums and Tracks and then rush to 1* Downtown. After unlocking the Captain seat go back and 5* all areas. In the mean time also add 500 allies, but if you don't care about PvP in this moment you do not gain a lot from having so many allies. Gifts also seemed to decrease a lot in the last month, but they are needed for creating bosses, at least.
                                - 3. Bought also a couple of Real Estate Agencies. Now it just happened to run out of money, so I had to wait (did some challenge jobs, mainly to not waste energy while waiting for money to com in). I am not really sure in which challenge jobs to best spend some energy while waiting for money to advance (just 1* Meatpack now). Did a couple of Midtown challenge jobs, in principal hoping to get Charmaine in the future, if wating for money is required again. So my advice here would be to keep at least 500k in the bank at all times, for future jobs (when you reach Meatpack).
                                - 4. If you find an Empire with more than 5 actives and the leader / officer, active stick with it (and maybe send me a pm with the empire name). In the lower leagues wars with no shots fired are seemingly very common. Or just 1 member appearing in 10 minutes, shooting all its tokens and that is all. Not seeing him again in that respective war (seem in both sides). After I swapped a few empires with the inactivity problem I have taken an empty empire in Platinum league. But now we are only 4 and the war does not start. So who ever is looking to join an empire, you can join Metal Gear, in Platinum league, rank 201. So basically here my advise would be to find an empire with at least the leader or an officer active, so he/she can start the empire upgrades. Or join Metal Gear, I am active.
-5. PvP? I am level 101 and rank 1. Getting hit maximum 2 times per day (I really do not understand why I get hit at all, I am ussualy hit by rank 7+). So no problem. Shai complains that he is getting farmed on his PowerLeveler account? I am sure he did some PvP on his side or he attracted some negative image of his own by other means. The only PvP that I have done was while Arena was running (rank 4 on Junior Arena, which was way higher that I have expected). So basically you will not get hit if you don't hit.

Having a power level is nice IF you have an alternate account. But a hybrid (at least) lets you enjoy the whole game now, not in 1 year since you receive your first mission. Getting 9* lt is not so important as Shai wants to leave the impression. My main is a hybird with BSI=3.8, level 271 and rank 19. I am going for rank 22 in this moment and now it is looking very promising, having a lot of wins. But I am sure it will be tougher while I reach rank 21. PS: I have no Epic lieutenants and my only Uncommon not bought with ingame money is Ariel, which I won at the Casino event. And Arya, received free at the Pirate event
